Crossroads Juvenile Center is located at 17 Bristol Street in Brownsville, Brooklyn. It opened in 1998 and has 124 beds. Between October 2018 and March 2023, Crossroads admitted over 3,234 youth — the majority of those detained at NYC's two secure juvenile facilities.
The facility provides medical, mental health, case management, education through Passages Academy, and 24-hour care. But a 2025 state audit covering October 2018 through December 2023 found serious problems: only 53% of youth received required initial interviews within 24 hours; contraband incidents rose from 62 in 2019 to 706 in 2023; and ACS failed to report 37% of critical incidents to state oversight. Ninety-four percent of youth sampled did not receive all required daily case management meetings in their first week.
