Abused at the Rose M. Singer Center (RMSC) on Rikers Island? The City is Now Liable.
The Rose M. Singer Center (RMSC) is the only women's jail facility on Rikers Island. Women held at RMSC were especially vulnerable to sexual abuse by correction officers and staff. The Gender Motivated Violence Protection Law now holds the City accountable. The 18-month filing window is open.

Sexual Abuse at the Rose M. Singer Center (RMSC)
The Rose M. Singer Center (RMSC) is located on Rikers Island and is the sole facility in the NYC jail system designated for women. Women held at RMSC — many of whom were pretrial detainees — were in the custody and control of correction officers and staff employed by the NYC Department of Correction.
For decades, survivors of sexual abuse at RMSC had no path to justice. Staff — correction officers, counselors, medical personnel, and supervisors — were protected by legal immunity. That changed on January 29, 2026, when the NYC Council overrode the Mayor's veto, opening an 18-month window for survivors to file claims. The City is now liable for abuse committed by its employees.
If you were sexually abused by a correction officer, staff member, or other employee while held at the Rose M. Singer Center, you may have a claim. The window to file closes in 18 months.
Women detained at RMSC were particularly vulnerable. The new law holds the City accountable for sexual abuse by staff.
