Limited secure placement (LSP) is one tier of New York City's ACS juvenile placement system. Survivors who allege sexual abuse at an ACS LSP facility may be able to bring civil claims under the Gender-Motivated Violence Protection Law; these allegations have not been proven in court.

The Gender-Motivated Violence Protection Law allows survivors to bring civil claims against the institutions connected to alleged abuse, alongside individuals. Whether any given claim succeeds is decided in court, and bringing a claim is not a finding of liability. 1

The primary-source civil litigation and oversight record we have reviewed concerns ACS secure detention facilities (Horizon, Crossroads, and the former Spofford). We are actively investigating possible claims involving ACS limited secure placement facilities. NYC Council Int. 1297-A (Local Law 2026/050) reopened an 18-month lookback window beginning January 29, 2026 (source). A confidential review is the fastest way to learn how the deadline applies to you.
